Homelessness and housing support needs in West Sussex - Local data and intelligence briefing

This Public Health briefing draws together data and information on homelessness and housing support needs in West Sussex, including two recently published reports that explore 1) the risk factors and vulnerabilities of people who died whilst known to homelessness or housing support services, and 2) the experiences of people living in temporary accommodation who use drugs and/or alcohol. Additional national and local data are presented, alongside next steps for West Sussex Public Health to improve the health and care of this vulnerable population in West Sussex.
Rapid review of inequalities in health and access to healthcare for people experiencing homelessness in the UK

People experiencing homelessness (PEH) face significant inequalities in health outcomes and in access to healthcare services. Co-occurring needs and health conditions are common amongst this group and often overlap with additional risk factors which act to compound disadvantage and inequalities in outcomes. As one of society’s most vulnerable and socially excluded groups, significant attention is needed to improve health outcomes and reduce health inequalities amongst PEH.
This rapid literature review provides an up-to-date overview of quantitative studies estimating the extent of health and healthcare inequalities for PEH, alongside qualitative studies exploring the perceptions of PEH and the professionals who support them, around barriers and facilitators to accessing healthcare in the UK.
Deaths of people with a homelessness or housing support need in West Sussex

Homelessness is an experience that drives social exclusion and inequalities in outcomes. Amongst people experiencing, or at risk of, homelessness, co-occurring health and care needs are common, as are overlapping or prior experiences of social exclusion and disadvantage, such as substance misuse, mental ill-health, time spent in prison, domestic abuse, poverty and adverse childhood experiences.
In England and Wales, the average age of death of people experiencing homelessness is estimated at around 43-45 years. Over the last decade, the estimated number of deaths amongst people experiencing homelessness in England and Wales has doubled.
To contribute to the local evidence base around the issues faced by this group, this report presents a review of themes identified in the client death reports and cases histories held by local homelessness and housing support organisations.
The aim of this review is to understand the histories, risk factors and vulnerabilities in the lives of people who died within a three-year period (2020/21 – 2022/23) whilst engaged with homelessness and housing support services in West Sussex.
This report:
- Explores issues relating to the health of people experiencing homelessness or at risk of becoming homeless.
- Presents data from homelessness organisations’ case histories on the suspected causes of death of a number of people who have died in this group.
- Will support the work of organisations and services working with this group, both singly and together.
This report does not:
- Present data on the official causes of deaths of people in this group.
- Describe increases or decreases in the number or rates of death (mortality trends) in people in this group.
- Contain recommendations for activity or action.
The findings of this report can be used to support the work of organisations and services working with this group, both singly and in partnership as a joined-up health, care and social support system. Consideration of the report’s findings will support systems to improve the health and care of this vulnerable population.

Housing in West Sussex: Review of data

This is a review of the evidence relating to the need for housing and supported housing in West Sussex.
It collates current evidence, identifies Òknown knowledge gapsÓ and provides a high-level summary of the assumptions underpinning housing and supported housing needs strategies and service reviews.
Data collected as apart of this review will be incorporated into the wider West Sussex Joint Strategic Needs Assessment (JSNA), providing an expanded core dataset to incorporate housing and housing related data.
Supported housing needs cannot be isolated from ÒwiderÓ housing needs, therefore information on wider housing need and supply is also included.
In relation to supported housing, West Sussex County Council has undertaken (as of summer 2011) a series of strategic reviews, examining the provision for the following client groups:
- younger people
- older people
- offenders and ex-offenders
- people who have experienced domestic violence
- people with mental health problems
In addition to examining existing provision, these reviews have also considered wider issues and unmet need.
Further strategic reviews are planned for homeless people and families, and people with substance misuse problems.
